List payment participants

Tenant-level catalog of institutions you can send to. One row per participant, with COMPE and ISPB together.

Use bankCode on POST .../ted/out (3-digit COMPE only). Use ispb on POST .../pix/out/bank-account (PIX also accepts COMPE and normalizes). Filter ted / pix in the client: not every STR participant is in SPI, and the reverse is also true.

This is not GET /v1/accounts/{accountId}/bank-account, which returns the credentialed account’s own COMPE, branch and number.
